Democratic backsliding in Hungary and Poland has worsened. Judicial independence is now severely compromised and attacks on fundamental rights and freedoms have become more audacious. So far, the European Union has failed to respond effectively to illiberal-populist regressions within its member states. However, the new EU “rule of law conditionality regulation,” which has recently taken effect, offers hope. This workshop will examine democratic backsliding in Hungary and Poland and the new prospects for their return to constitutional democracy. The workshop will also take up developments elsewhere in the world.
About the speaker: Francesco Biagi is Associate Professor of Comparative Public Law at the University of Bologna Department of Legal Studies, Research Fellow at the Center for Constitutional Studies and Democratic Development, and Visiting Professor at the University of Illinois College of Law.
