On November 12, 2025, Congress enacted the Continuing Appropriations and Extensions Act of 2026 (H.R. 5371), which includes a provision redefining hemp. The new definition, set to take effect on November 12, 2026, would effectively recategorize many hemp-derived cannabinoid products as Schedule I controlled substances.
What to expect
In this session, Agnes Balla, Director of Research Policy Analysis and Coordination at the University of California Office of the President, and Christina Sansone, Senior Program Manager at CRI, will discuss the new definition of hemp and how these changes may impact research.
