: Using a framework of composite-fermions in the presence of
quenched disorder, we explain two observed features of the phase
diagram of 2DEG in a strong magnetic field. 1) Particle-hole symmetry,
2) Self-duality of the integer quantum Hall to insulator transition
that leads to the universal resistivity tensor i.e. \rho_xx = \rho_xy = h/e^2.
