The PD activity includes a presentation and a workshop, for a total of 2.5 hours.


The panel consists of bilingual education policy experts and policymakers will provide an extensive overview of the Dual Language Education Act (Public Act 104-0266). Through a moderated panel, experts will discuss the origins of the Dual Language Education Act. In doing so, they will discuss the differences between Dual Language Education and Bilingual Education to examine how the state of Illinois has traditionally thought of bilingual instruction. They will also discuss how the new act changes the expectations for educating students with dual language backgrounds.


The workshop, led by Joanne Clyde will focus on how to implement the Dual Language mandate at both the school and classroom levels. Facilitators will follow the Dual Language Guidance document and explore how the guidance will support districts’ dual language programming, either through the implementation of new programming or the continuous improvement of already established programs. Participants will also have the opportunity to get an early look at the proposed Pathways to Biliteracy Awards and provide important feedback to guide ISBE as it finalizes its decisions around the Pathways program. Time will be allocated for questions and answers.
