What is the proper use of history in interpreting and applying provisions of a constitution? What sort of historical evidence matters? Should the words of a constitution be understood to mean today what they meant when the constitution was adopted? Can history resolve modern problems? Can courts be counted on to get the historical record right? What are the alternatives to using history? 

A panel of experts will discuss and debate uses of history in constitutional adjudication in the United States and around the world.
