"Public Health Law During the Pandemic"

Learning how public health law will be essential during and after the COVID-19 crisis. This session examines the overview of public health services, core values, and ethical decision-making framework as well as rationing care, public health emergencies, patient rights, and provider obligation. The session will also look at legal aspects relating to isolation and quarantine and the risk management and crisis management that will affect public health.
Presenters:
Professor Robin Fretwell Wilson is the Director of the Institute of Government and Public Affairs for the University of Illinois System, of which the University of Illinois Urbana-Champaign is a part, as well as the Roger and Stephany Joslin Professor of Law at the University of Illinois College of Law. Professor Wilson co-directs the College of Law’s Epstein Health Law and Policy Program and co-directs and founded its Family Law and Policy Program. She specializes in family law and health law, and her research and teaching interests also include biomedical ethics, law and religion, children and violence, and law and science.
Carl Bergetz is the General Counsel and Chief Legal Officer of Rush University System for Health, an academic health system comprised of three hospitals and a graduate health sciences university headquartered in Chicago, Illinois. As General Counsel, Carl oversees the Rush Legal Department, through which he is responsible for litigation management, enterprise and clinical risk management, institutional insurance programs, internal investigations, university higher education compliance, board governance issues, major corporate transactions, and regulatory matters. Carl previously served as Chief of the Special Litigation Bureau for the Office of the Illinois Attorney General under Attorney General Lisa Madigan, where he supervised complex investigations and litigation involving government contracting fraud, public integrity and official misconduct, and constitutional challenges to state statutes. Carl began his legal career with McDermott, Will & Emery, where he focused on antitrust, trade regulation, and consumer fraud matters. He is a graduate of Stanford University, where he received a B.A. in Economics and Political Science, and the University of Illinois College of Law, where he graduated magna cum laude and served as Associate Editor of the University of Illinois Law Review.
