Abstract (Distribution System DG Valuation - A Framework)

In 2016, the Future Energy Jobs Act (FEJA) was passed in the state of Illinois. FEJA required utilities in the state of Illinois to calculate the "value of the distributed generation to the distribution system at the location at which it is interconnected, taking into account the geographic, time-based, and performance-based benefits, as well as technological capabilities and present and future grid needs". This presentation provides an overview of the methodology and framework to determine the value of DG to the distribution system.

Abstract (Stability Analysis on the Impact of Increased DER Penetration)

The IEEE 1547 Standard addresses the integration of distributed energy resources (DERs) into an area electric power system (AEPS). The original 2003 edition specified that a DER must immediately trip in response to a disturbance, but as DER penetration deepens, the simultaneous loss of significant DER generation in response to a minor disturbance may have greater impact than the initial disturbance. Such a possibility led to an update of the Standard in 2018, with continuing ongoing revisions, and resulted in more flexible specifications that require DERs to remain connected under certain disturbances and to provide voltage support. Our analysis has identified certain combinations of settings allowable under the Standard, which may result in unstable operations. As DERs must be equipped with a communication interface, via which the AEPS operator can change settings, adversarial mode changes may be possible through a cyberattack. This presentation discusses the results of simulation studies of potentially adverse combinations of mode change and ride-through parameters on a hypothetical AEPS under different levels of DER penetration.
