Citation aggregators report the citation counts of scholarly publications and their authors. They tell researchers how authoritative a given publication is, and the scholars who write those publications rely on systems such as Google Scholar to drive more interest to their work. This workshop will think about citation counts and the case of Google Scholar, a hugely popular platform that indexes citations for more than 100 million documents, how such systems can fail, and how people can manipulate them.
