Richard (Rick) Blackwell is currently retired, although he still consults with public sector health agencies on quality and IT systems. He was most recently employed as the Director of Quality Assurance at the Cermak Health Center of the Cook County Jail in Chicago, Illinois. He has worked as an Industrial Engineer, software developer, consultant, and project manager for Chicago companies (including his own) for over 30 years, most recently as the Manager of Services Quality and Digital Six Sigma at Motorola. He has also taught Operations Research, IT management, and IT Project Management at several Chicago schools, including Northwestern University and the Keller Graduate School of Management.

Current professional interests include Six Sigma quality, Quality Management System certification, electronic medical systems implementation, and process improvement through process metrics implementation. Rick has a Master of Science in Industrial Engineering from the University of Illinois, Urbana, and is a certified Motorola Six Sigma Black Belt, and Project Management Professional. He is a senior member of Institute of Industrial and Systems Engineers.
