"We analyze the impact of decentralization policies in Malawi on local governance and public service delivery.  We provide an overview of decentralization in Malawi since the Local Government Act 1998 And Decentralization Policy 1998.  We discuss the challenges that have arisen as a result of decentralization policies in Malawi.  We then present potential solutions to those challenges, including a recent collaboration in Zomba City Council with the University of Illinois.  We conclude with other potential ways to improve local governance in Malawi."

Mussa Mwale

Mussa is the Director of Administrative Services at Lilongwe City Council in Malawi.  He is an experienced Administrator of around 15 years with highly developed advisory skills, ability to resolve conflicts, initiate better human and administrative practices and a reputation of providing exceptional coordination of support services and mobilisation of resources.  He is an expert in modern policy design, implementation and evaluation, and local governance.  Mussa holds a Bachelor of Arts degree in Human Resource Management from the University of Malawi and a Master of Public Policy and Management from University of Melbourne, Australia.

Chris Grady

Chris Grady is the Senior Metrics Advisor at the Center for Democracy, Human Rights, and Governance at the US Agency for International Development.  At USAID, he specializes in improving evaluations and increasing the use of research in development projects, with Africa as his regional focus. He has designed, implemented, and evaluated projects about conflict reduction, public service provision, empowerment of women and youth, and elections throughout Africa. He received his AA from Grand Rapids Community College, his BA in Political Science from the University of Michigan, and his PhD in Political Science from the University of Illinois.
