ABSTRACT: Among the most promising initiatives to reduce greenhouse gas emissions by the transportation sector is its electrification via the deployment of electric vehicles (EVs). A key requirement to bring about deeper EV penetrations is the implementation of electric vehicle fast-charging facilities (EVFCFs) across the nation. However, multiple researchers have questioned sustainability of EVFCFs due to the high costs associated with the maximum demand payment component (MDPC) of the commercial electricity bill. Under this structure, instantaneous peaks in power demand due to the simultaneous charging by multiple EVs can occur and entail high MDPCs in the resultant electricity bills, which raise questions on the economic viability of EVFCFs. Clearly, the burden is higher on EV users without dedicated, private charging facilities, making the MDPC issue a key challenge in community EVFCFs. This presentation discusses a proposed charging solution that deploys a charging algorithm to mitigate adverse impacts of the MDPC issue on a community EVFCF’s operations. A salient feature is the effective use of EVFCF operator specified time-flexibility to allocate power supply to the charging EVs to minimize power demand peaks under 3 charging policies. We present results of Monte Carlo simulations to provide quantification of cost reductions the proposed solution attains.
