There is now substantial observational evidence for large, diffuse gas reservoirs that surround galaxies, containing multiphase gas. These buffers are generally hard to observe but serve as important gatekeepers for the mass, momentum, and energy that flows in to -- and out of -- galaxies. I will discuss our current understanding of the processes that regulate the heating and cooling of the hot circumgalactic gas, with a particular focus on the creation and destruction of cool clouds. These cold clouds feed the galactic star-forming disk and the black hole at the galactic center, which generate hot outflows and so can set up thermostatic regulation. However, observations and cosmological simulations have struggled to simultaneously resolve both the hot and cold phases and the nature of galactic self-regulation has been unclear. I will describe recent theoretical work that provides a coherent model for the self-consistent evolution of the interacting hot and cold phases and discuss how this result changes our understanding of galactic evolution.
